MHA Applies new Theory Test For Power-Assisted Bicycle or Scooter Riders Before they Are Allowed On The Roads

The Ministry of Home Affairs (MHA) and The Land Transport Authority (LTA) has set new rules that power-assisted bicycle or scooter rider must pass a single theory test which covers road safety before they are allowed to travel on public roads due to the recent increasing cases of a road accident involving this power-assisted bicycle or scooter. These rules consist of the rider must be at least 16 years old and required to pay a single test fee which the result is valid for life except for misrepresentation or fraud.
This theory test will ensure that these electric bicycle or scooter riders will have to pass under the amended Active Mobility Act and a test handbook will be released in April. With this new system, riders of power-assisted bicycle or scooter will also eligible as an offence if they are using these bicycle or scooter without passing the theory test. This is applied to companies that have engaged the services of food delivery workers.
Penalties for the offences will be aligned to those in the Active Mobility Act. First-time offenders could be jailed for up to six months and/or fined a maximum of S$2,000. Repeat offenders could be jailed for up to a year and/or fined a maximum of S$5,000.
