Ex-Primary School Teacher Caught Repeating Sexual Act with Underage Boy

A 43 years old Singaporean, Chock Soon Seng, who is also an ex-primary school teacher has pleaded guilty to four count of sexual penetration with underage boys while fourteen more charges will be considered during sentencing period. Chock who has previously jailed for committing similar offence which landed him 10 months jail in 2010 after persuading two 13 years old boy to let him watch them perform a sexual act, while in 2014 he was sentenced to three year jail for abusing a 14-year-old boy and threaten him of putting his naked picture online.
On Chock latest offence, he was working as a freelance tutor at the time when he teaches Mandarin to student as young as Primary 5 and he started to use various social networking app such as Grindr and Locanto to meet up with people and he will arrange for meet up using WhatsApp and Instagram in order to engage in sexual activity. After that he will delete the WhatsApp and Instagram message sent to him by the individuals.
His first victim was a primary 6 student which he found on Grindr and they later meet up after communicating through Instagram and agreed to meet up to perform sexual acts but not agreed to engage in anal sex on 15 April 2018 where they met at a staircase of multi-storey car park and performed sexual act on each other, then they meet again on 17 April 2018 and performed same sexual act in a toilet cubicle at Punggol Community Club, the victim later feel annoyed and decided to block him.

The second victim who was a 15 years old posted an advertisement on Locanto in 2018 which he was looking for a woman and Chock responded him in April 2018 and they started to communicate in WhatsApp and later he persuaded him to experiment homosexual activities and lied to him that it was a normal thing for straight men to have sexual acts to each other. Eventually, Chock managed to persuade him to meet up at his home on 23 April 2018 and they performed sexual acts. The victim did not felt aroused and Chock gave the victim some cash which was less that they agreed then later Chock persuaded him on second attempt that the feeling will change. So they met again on 11 May 2018 and Chock made the victim perform sexual acts on him and Chock then request the victim to watch straight pornography to stimulate himself until he ejaculated. Before he left, he gave the victim some cash which is also less that what they agreed on. Later on, the victim ignored him and blocked him.
On June 2019, the first victim’s mother found sex related conversation in her son’s phone and she contacts her son’s school for help and later she made a police report and Chock was arrested and police investigation later discovered the offence against both victim. Chock was also requested for a psychiatric evaluation but it was found that he is not suffering from any mental illness and later on, the court also found document that Chock has another charges with a third victim, which he had kissed the victim’s cheek and tried to remove his underwear.
The judge eventually called Chock for corrective training as well as preventive detention and the corrective training can last up to 14 years, while preventive detention is harsher than corrective training where a repeat offender aged over 30 years old can be jailed up to 20 years. Chock will be sentenced on April 9.
