All Travellers Entering S’pore Will Require To Wear Electronic Monitor Device While On SHN
With the effects starting from 11.59 pm on Aug 10, all incoming travellers who enters Singapore will be entitled to serving their Stay-Home Notice (SHN) outside on dedicated facilities (SDFs) and will require to wear an Electronic Monitoring Device for the 14 days during the SHN periods.
This new devices monitoring which re a part of joint process from the Immigration & Checkpoints Authority (ICA), the Ministry of Manpower (MOM) and the Ministry of Education (MOE). So that authorities can monitor the activities and be alerted if the particular person leaves their designated premises. This rules also applies to Singapore Citizens, Singapore Permanent Residents, Long-Term Pass holders including Student Pass holders, Work Pass holders, and their dependents.
How does this device work
On arrival in Singapore, the travellers will be issued with electronic monitoring devices at the checkpoints, after immigration clearance. They will be required to activate the device upon reaching their place of residence or designated facilities. If the device is not activated, the authorities will follow up to determine their location and assist to resolve any technical issue or enforcement action will be taken if required.
During the 14-days, these travellers will receive a notification on these devices and if anyone attempt to leave the area of residence or tamper with an electronic device will trigger an alert to the authorities, where follow up investigation (except the person is leaving their place of residence for their appointment for Covid-19 test).
This device uses GPS and 4G/Bluetooth signal to determine if the person are within the range of their residence and it will not store any personal data or don’t have any voice or video recording functions. The data transmitted out are protected by end to end certificate-based encryption.
For those who failed to comply with these rules, including a person who tampers and/or remove the device during SHN period will be liable to prosecution under the Infectious Diseases (Covid-19 – Stay Orders) Regulations 2020. The penalty may be a fine of up to S$10,000, imprisonment of up to six months, or both. For foreigners, ICA or MOM may take further administrative actions, such as revoking, or shortening the validity of permits and passes to remain or work in Singapore.
