4-11 November 2026: HDB Singapore: 7,964 BTO Flats Launch From $131,000 Across 6 Towns – Bayshore, Toa Payoh & Sembawang Housing Sales Exercise

by JR 5/Nov/2026

HDB-Singapore-7964-BTO-Flats-Launch-From-131000 4-11 November 2026: HDB Singapore: 7,964 BTO Flats Launch From $131,000 Across 6 Towns – Bayshore, Toa Payoh & Sembawang Housing Sales Exercise

Singaporeans who are planning to purchase their first HDB flat or upgrade their living arrangements have another exciting opportunity to explore this November. The Housing & Development Board (HDB) has officially launched its November 2026 Build-To-Order (BTO) sales exercise, offering an impressive 7,964 new flats across seven projects in six towns.

With prices starting from just $131,000 before housing grants, this latest launch gives eligible buyers an opportunity to secure a new home at different price points, depending on their preferred location, flat size and budget.

The November 2026 BTO exercise is particularly interesting because it includes several attractive developments. These range from coastal homes in Bayshore, centrally located flats in Toa Payoh, family-friendly housing in Yishun and Tengah, and a project in Sembawang with a shorter estimated waiting time.

Applications are open from 4 November to 11 November 2026, giving interested Singaporeans a limited period to review the available projects, compare prices and submit their applications.

Another important development is that this is the first BTO exercise following the increase in monthly household income ceilings to $16,000 for families and $8,000 for singles. This adjustment could allow more eligible Singaporeans to consider applying for a new HDB flat.

For anyone currently planning their housing budget, this is certainly a launch worth examining.

7,964 New BTO Flats Across Six Singapore Towns

The latest HDB sales exercise introduces seven developments under three housing classifications: Standard, Plus and Prime.

Each classification comes with different locations, subsidies and resale conditions, so buyers should look beyond the starting prices when deciding which project suits their long-term plans.

Here is a quick overview of the seven projects:

BTO Project Location Classification Flats Waiting Time
Bayshore Oasis Bedok Plus 855 38 months
Bayshore Sails Bedok Plus 1,637 44 months
Chencharu Acres Yishun Standard 1,582 39–41 months
Merpati Meadow Geylang Plus 438 39 months
Plantation Dew Tengah Standard 710 38 months
Sembawang Anchor Sembawang Standard 1,310 34 months
Toa Payoh Hillside Toa Payoh Prime 1,432 45 months

All seven projects offer 2-room Flexi flats, while selected developments also provide 3-room, 4-room, 5-room and 3Gen options.

This variety makes the November launch worth considering for different household sizes, from singles and couples to larger families.

One of the biggest attractions of this BTO exercise is the introduction of two developments in the emerging Bayshore neighbourhood in Bedok.

Together, Bayshore Oasis and Bayshore Sails will provide 2,492 new flats, making them particularly interesting for buyers who enjoy living near greenery and the coast.

Bayshore Oasis will offer 855 flats across four residential blocks ranging from seven to 30 storeys. Residents can look forward to an open central green space, playgrounds, fitness corners, shops, a minimart and a preschool.

Selected 4-room flats will also feature full-height windows, while rooftop gardens will provide additional spaces for residents to relax.

Meanwhile, Bayshore Sails will offer 1,637 flats across seven residential blocks reaching up to 34 storeys. Its architectural design takes inspiration from the area’s maritime history, with distinctive sail-shaped elements.

The development will include shops, an eating house, preschools, an Active Ageing Centre (Care), a kidney dialysis centre and recreational facilities.

Selected 4-room units will also feature full-height windows with views towards East Coast Park.

The wider Bayshore neighbourhood is expected to benefit from approximately three hectares of park spaces, new walking and cycling routes, and access to Bayshore MRT Station and the upcoming Bedok South MRT Station.

Available flat types:

  • Bayshore Oasis: 2-room Flexi and 4-room.

  • Bayshore Sails: 2-room Flexi, 3-room and 4-room.

Both are Plus projects with a 9% subsidy recovery rate upon resale, subject to the applicable HDB conditions.

For buyers who appreciate outdoor activities, cycling and seaside surroundings, these two developments deserve a closer look.

Chencharu Acres: A New Family-Friendly Development in Yishun

First BTO project in Chencharu, Yishun’s new estate, to be launched in June; flats will have smart and green features, Singapore News – AsiaOne

Those looking for a larger flat in the northern part of Singapore may want to consider Chencharu Acres.

Located around Yishun Street 82, Yishun Walk and Yishun Avenue 2, this Standard development will provide 1,582 flats across 12 residential blocks, including a dedicated rental block.

Buyers can choose from 2-room Flexi, 3-room, 4-room and 5-room flats.

The development will feature a central green space surrounded by playgrounds, fitness stations and communal gathering areas. Two multi-storey car parks will also include preschools on their ground floors, alongside rooftop gardens and fitness facilities.

Another interesting attraction is the upcoming integrated development in Chencharu, which is expected to feature a bus interchange, hawker centre and retail shops.

Residents will also be able to enjoy the existing amenities around Khatib MRT Station, Lower Seletar Reservoir and nearby neighbourhood centres.

With an estimated waiting time of 39 to 41 months, Chencharu Acres could be an option for families who want a larger home in a developing residential neighbourhood.

Merpati Meadow: Convenient City-Fringe Living in Geylang

For buyers who prefer an established neighbourhood with convenient transport connections, Merpati Meadow offers another interesting option.

Located along Merpati Road in Geylang, this Plus development will provide 438 flats across three 18-storey residential blocks.

Its design takes inspiration from the surrounding greenery and nearby flower-themed streets, with building façades featuring shades of yellow, orange and red.

Residents can look forward to playgrounds, fitness stations, a preschool, a precinct pavilion and a rooftop garden above the multi-storey car park.

The neighbouring Aljunied Park and nearby green spaces will also provide opportunities for outdoor activities.

One of its biggest advantages is its proximity to Mattar MRT Station on the Downtown Line. Residents will also have access to established food options at Circuit Road Hawker Centre and MacPherson Market & Food Centre.

Merpati Meadow offers 2-room Flexi and 4-room flats, with an estimated waiting time of 39 months.

Buyers should also take note of its 8% subsidy recovery rate when considering future resale arrangements.

Plantation Dew: Larger Family Homes and 3Gen Flats in Tengah

Tengah continues to develop as one of Singapore’s newer residential towns, and Plantation Dew is another addition for homebuyers interested in this growing neighbourhood.

The Standard project will offer 710 flats across five 15-storey residential blocks along Tengah Garden Avenue and Plantation Walk.

One of its biggest advantages is the variety of available flat types. Buyers can choose from 2-room Flexi, 3-room, 4-room, 5-room and 3Gen flats.

The development will be surrounded by greenery, with rooftop gardens and access to a future park and waterbody.

Everyday conveniences will include shops, a minimart, an eating house and a two-storey preschool. Residents can also look forward to recreational facilities and a kidney dialysis centre.

Another attractive feature is the availability of White flats for selected 3-room, 4-room and 5-room units. These homes come without the usual internal partition walls, allowing owners greater flexibility when designing their living spaces.

The development will also follow Tengah’s car-lite planning approach, encouraging walking, cycling and public transport.

The upcoming JE2 Station on the Jurong Region Line is expected to serve the area.

With an estimated waiting time of 38 months, Plantation Dew could appeal to families looking for more space and flexibility in a developing neighbourhood.

Sembawang Anchor: Move Into a New Home Sooner With a 34-Month Waiting Time

If waiting several years for a new home is one of your biggest concerns, Sembawang Anchor may be one of the most attractive projects in this launch.

This Standard development will offer 1,310 flats across six residential blocks ranging from 22 to 26 storeys.

More importantly, it has an estimated waiting time of just 34 months, making it the only Shorter Waiting Time project in the November 2026 BTO exercise.

Located between Admiralty Lane and Sembawang Drive, the development will feature an eating house, supermarket, shops and a preschool within its multi-storey car park development.

Residents can also enjoy rooftop gardens, fitness equipment and community gardening spaces.

Nearby amenities include Sembawang Mart, Sun Plaza and Bukit Canberra, where residents can access swimming pools, a gym, sports facilities and a hawker centre.

The available flat types include 2-room Flexi, 3-room, 4-room and 5-room units.

For buyers who want a shorter construction waiting period without sacrificing access to family-friendly facilities, Sembawang Anchor is certainly worth considering.

Toa Payoh Hillside: Prime BTO Flats With Sky Terraces and Balconies

Another major highlight is Toa Payoh Hillside, the only Prime development in this November launch.

Located between Toa Payoh Rise and Toa Payoh Link, the project will provide 1,432 flats across four residential blocks reaching up to 43 storeys.

One feature that may attract buyers is the availability of balconies for selected 4-room flats, offering additional outdoor space within the home.

The development will also feature sky terraces on the 20th and 34th storeys of two residential blocks, alongside rooftop gardens, playgrounds, fitness stations and community spaces.

For everyday convenience, a connected commercial development will include a food court, supermarket, fast-food restaurant and shops.

The location is another major attraction, with Caldecott MRT Station nearby, providing access to both the Thomson-East Coast Line and Circle Line.

However, buyers should remember that Prime flats come with stricter resale conditions. Toa Payoh Hillside has an estimated waiting time of 45 months and an 11% subsidy recovery rate.

Community Care Apartments for Seniors

Toa Payoh Hillside will also introduce 256 Community Care Apartments (CCAs), designed for seniors who want independent living with additional support services.

An important change is that the eligibility age for this housing option has been lowered from 65 to 55 years old.

Residents must subscribe to a Basic Service Package that includes assistance with simple home maintenance, coordination of additional care services and 24-hour emergency response.

Additional care services can be arranged at extra cost.

HDB BTO Prices Start From Just $131,000

Price is naturally one of the biggest considerations when purchasing a new home, and this November exercise offers options across different budgets.

The lowest starting price is $131,000 before grants for selected 2-room Flexi flats at Plantation Dew in Tengah.

For larger homes, selected 4-room Standard flats at Sembawang Anchor start from $312,000, while 5-room flats start from $479,000.

Here are some selected starting prices before grants:

Project 3-Room From 4-Room From 5-Room From
Sembawang Anchor $274,000 $312,000 $479,000
Plantation Dew $266,000 $339,000 $494,000
Chencharu Acres $297,000 $353,000 $484,000
Bayshore projects $409,000 $559,000 Not offered
Merpati Meadow Not offered $545,000 Not offered

Eligible first-timer families may also qualify for up to $120,000 in Enhanced CPF Housing Grant (EHG), depending on household income and eligibility.

After applicable grants, selected 3-room Standard flats may start from approximately $161,000, while selected 4-room Standard flats may start from approximately $232,000.

Do remember that these are indicative starting prices. The final amount will depend on the selected unit, applicable grants and individual eligibility.

Understand the Difference Between Standard, Plus and Prime Flats

Before submitting an application, buyers should understand the different housing classifications.

  • Standard flats: Generally come with fewer resale restrictions compared with Plus and Prime flats.

  • Plus flats: Located in more attractive locations and receive additional subsidies, but come with a 10-year Minimum Occupation Period (MOP) and subsidy recovery conditions.

  • Prime flats: Generally located in the most attractive areas and have stricter resale conditions, including a 10-year MOP and subsidy recovery.

The subsidy recovery rates for the applicable November projects are:

Project Subsidy Recovery Rate
Bayshore Oasis 9%
Bayshore Sails 9%
Merpati Meadow 8%
Toa Payoh Hillside 11%

The recovery is calculated based on the applicable percentage of the resale price or valuation, whichever is higher, under prevailing HDB rules.

Buyers should also consider the car-lite planning arrangements at certain developments, including Bayshore and Plantation Dew, where parking provision may be more limited.

How to Apply for the November 2026 HDB BTO Exercise

Interested applicants can submit their applications through the official HDB Flat Portal.

Applications are open from 4 November until 11 November 2026 at 11.59pm.

Before applying, applicants must have a valid HDB Flat Eligibility (HFE) letter. This is important because the letter confirms their eligibility to purchase an HDB flat and provides information about their housing loan options and grants.

Each applicant may apply for one flat type in one town during this sales exercise. For Bedok, the application covers the BTO projects offered within the town rather than allowing applicants to select Bayshore Oasis or Bayshore Sails separately.

Another useful point is that flat allocation is determined through a balloting process. Applying on the first day does not provide an advantage over submitting an application later within the application period.

Applicants can also monitor the application rates during the exercise to understand the level of competition for their preferred flat types.

Why Singapore Homebuyers Should Check Out This BTO Launch

With nearly 8,000 flats available across six towns, the November 2026 BTO exercise offers plenty of choices for Singaporeans planning their next housing move.

Buyers who enjoy coastal surroundings may prefer Bayshore, while those who prioritise convenience and an established neighbourhood may find Toa Payoh and Merpati Meadow more appealing.

Families looking for larger living spaces can explore Chencharu Acres and Plantation Dew, while Sembawang Anchor stands out for its shorter estimated waiting time of just 34 months.

The starting price of $131,000 also makes this exercise worth exploring, particularly for eligible first-time buyers who may benefit from housing grants.

However, choosing a BTO flat should not be based on price alone. Buyers should carefully consider their household needs, daily commuting arrangements, nearby amenities, future resale restrictions and financial commitments before making a decision.

For Singaporeans hoping to secure a new home, this November launch is an opportunity worth taking seriously. With different locations, flat sizes and housing classifications available, there may be a suitable option for buyers at different stages of life.
