Open Call for Community Arts Residency
SAFRA Punggol is calling for proposals from interested artists and arts collectives for the Arts@SAFRA Community Arts Residency. The Residency aims to support practising artists in advancing the field of community arts in Singapore. Through the Residency, artists will have opportunities to inquire, develop arts-based collaborations and co-create artworks with the community that will shape communal public spaces and reflect the collective stories of the people.
The Residency is part of SAFRA Punggol’s arts programmes supported by the National Arts Council through the Arts and Culture Nodes initiative. SAFRA Punggol has been part of the NAC Arts & Culture Node network since September 2015 and aim to engage and bond NSmen and their families through Arts@SAFRA.
One artist/collective from the field of visual arts will be appointed in SAFRA Punggol as follows.
RESIDENCY THEME
GENERATIONS OF STRENGTH
The theme of this year’s residency is “Generations of Strength”. The appointed artist/collective should respond to this theme by actively engaging SAFRA members and the public, comprising mainly of families with young children, and incorporate SAFRA Punggol’s unique characteristics in the collaborative art-making process. Support will be given to connect with SAFRA members and the public. The artist/collective should creatively document the experience and work towards a showcase to be presented at Arts@SAFRA.
In view of the dynamic COVID-19 situation where physical gatherings may be restricted, please note that the Residency will have to take into account the prevailing advisories and abide by SAFRA Punggol’s Safe Management Measures. The appointed artist/arts collective would need to plan for scenarios with limited in-person interaction, and include options of conducting the engagements and showcase digitally or in hybrid modes. The Residency may also be deferred or put on hold if necessary.
RESIDENCY PACKAGE
A budget of up to S$15,000 covering the artist/collective’s honorarium, materials, transport, maintenance, logistics/technical and other costs associated with the Residency as well as the showcase will be provided.
- 60% (up to S$9,000) of the proposed budget will be disbursed upon successful appointment to the Residency
- 40% (up to $6,000) will be disbursed upon completion of all deliverables, including a showcase, as well as submission of reports.
All receipts must be submitted for verification purposes. Kindly scan copies or snap photos of the receipts before the ink has faded.
- SAFRA will facilitate link-ups with interested participants (SAFRA members and the public), provide spaces for the Residency (subject to availability), and support the residency through marketing and publicity.
- Community Artist Sharing Session – a small, casual gathering where artists may share their process and plans, and receive feedback from peers
- Consultation sessions with Resource Panelists who are experienced community artists for feedback and guidance if needed
RESIDENCY DELIVERABLES
A Residency project that involves sustained, regular interaction* with SAFRA members and the public, with documentation and monthly updates of project milestones.
- A showcase co-created with SAFRA members and the public held at SAFRA Punggol at the end of the Residency period, reflecting the theme stated above, to conclude the Residency.
- An Evaluation Report and Financial Report. The Financial Report should be submitted within 2 weeks of the Residency’s completion, together with all supporting documents and receipts. The Evaluation report (template to be provided by SAFRA upon appointment) should be submitted within 1 month of the Residency’s completion.
All deliverables must be met to receive the Residency package.
*Suggested commitment: 6 hours a week
ELIGIBILITY
Who may apply
- Individual artist or arts collective of up to four artists may apply
- Applicant must be practising artists with at least 2 years of relevant arts experience
- Applicant must commit to the entire duration of the Residency
- Only Singaporeans or Permanent Residents of Singapore may apply
- Arts collective (up to four members) in which the majority of members are Singapore Citizens or PR may apply. The Primary Applicant will have to undertake legal and financial responsibility on behalf of the collective.

Please download the Application Form (Annex B) and Budget Form (Annex C). Complete these documents and email them with the necessary supporting materials attached to ymichelle@safra.sg. Indicate “Community Arts Residency Application: [Your Name]” in the subject line.
Required Information
You are required to prepare and submit the following information at the time of application:
- Your artistic objectives
- Residency Proposal – Write-up of your arts engagement plans
- Estimated budget
- A calendar of monthly milestones
- Curriculum Vitae of key parties involved
- Two referee contacts
- At least two samples of past work (in the last two years) / a link to your online portfolio

All applications must be submitted by 1800hrs, 14 September 2022. You can submit your applications early, in advance of the application window. Incomplete and/or late applications will not be considered.
HOW ARE APPLICATIONS ASSESSED
Assessment Criteria
SAFRA Punggol will consider:
- The applicant’s track record and potential in contributing to community arts practice
- Artistic strength of proposal and quality of engagement process
- Project management – budget, feasibility of plans
TERMS AND CONDITIONS OF PARTICIPATION
By submission of the Residency application form, the applicant agrees to all of the above-mentioned as well as the following terms and conditions:
- SAFRA Punggol reserves the right to record all or part of the proceedings of the Residency and related activities for broadcast and promotional purposes without payment to the applicants or the applicants’ consent. SAFRA Punggol retains all rights to the recorded materials.
- Any applicant who knowingly gives inaccurate or misleading information will be disqualified.
- In case of any disputes, SAFRA Punggol’s decision shall be final.
- SAFRA Punggol reserves the right to amend the rules and terms and conditions of the Residency.
